Yin Xingmin: It's a pleasure to participate in this forum today. The Shenzhen Innovation and Development Forum has sent a special letter hoping to talk about it. In the morning, I read the report in the morning. What do I think of Guangdong, Hong Kong, Macao, Dawan District and Shenzhen? I am from Shanghai. We know that China has two major economic engines. China relies on these two engines, one is the Yangtze River Delta and the other is the Pearl River Delta. From the perspective of the Yangtze River Delta, it may not be the same as you think now.
Recently, two major research projects are being carried out. One is to investigate the founders of high-tech enterprises in Shenzhen with the support of Shenzhen Bay Forum and Shenzhen Alumni Association of Tianjin University in September last year. In April, May, June, July and August this year, the Shanghai Municipal Government commissioned me to interview the founders of high-tech enterprises in Shanghai. Therefore, I have some knowledge of the Founders'ideas of the whole Shanghai high-tech enterprises and Shenzhen high-tech Founders' ideas. The report of Shanghai has been completed, and the whole China has a new circle at home and abroad. What kind of policies and strategies does China use to promote economic development?
First, the strengths and weaknesses of Shenzhen in Guangdong, Hong Kong, Macao and Dawan District are briefly described.
What are Shenzhen's strengths? There are three main aspects:
First, Shenzhen's strongest strength is its product design, R&D and manufacturing capabilities of electronics and information technology. This is the strongest. More than 61% of Shenzhen's manufacturing industry is concentrated in information technology, and the proportion of biopharmaceuticals is very low. I personally judged that biomedical industry is difficult for Shenzhen to achieve rapid development, the scale is difficult, the number is blocked, Shenzhen's largest is electronic information technology, accounting for more than 16% of China's share, profits accounted for 23% of China's information technology industry, very strong, this is the greatest strength.
Second, exports. In order to develop the next generation of high-tech, Shenzhen must keep close ties with the international community in order to develop the high-tech we are talking about now. Assuming there is no international market, Shenzhen will encounter tremendous difficulties. Thirty percent of China's exports come from Guangdong and 70 percent from the Yangtze River Delta, which are the two largest engines for China's exports. The biggest reason is opening up, which can sell Shenzhen's products all over the world.
Thirdly, compared with other regions, Shenzhen market system is the most flexible in almost all aspects. What is the most flexible? The government does not care. An entrepreneur in Shenzhen made a famous remark during the enterprise research. What is the company's greatest hope? The entrepreneurs say that our entrepreneurs most hope that the government will not take care of us. This is the real advantage of Shenzhen's market economy. It's right to ignore it. This is the market. The government's control is not the market. This is what I think Shenzhen's current strength is.
Where are the boards in Shenzhen? There are also three short boards:
First, after 2014 and 2015, new AI came into being. Now we talk about big data, cloud computing and AI. Will the center of AI be in Shenzhen in the future? In addition, where is the next area for AI in China? This question must be answered. Back to the basic characteristics of big data, cloud computing, artificial intelligence, especially artificial intelligence, is the current visual recognition, image recognition. There is also a thing that artificial intelligence needs a body. If the body does not move the voice equipment of artificial intelligence, it is possible. If the movement involves mechanical manufacturing. So the first short board, Shenzhen's largest short board in the future is mechanical manufacturing. Artificial intelligence needs body. Where is China Machinery Manufacturing Center? The largest machinery manufacturing centers are in the Yangtze River Delta and East China, the second largest manufacturing area is in the Northeast. Machinery manufacturing in the Northeast has almost come down for so many years. The largest AI industry development base in China is likely to be in the Yangtze River Delta.
I have cooperated with the Shenzhen Bay Forum for a long time, and found that no scholars, entrepreneurs and officials in Guangdong, Hong Kong and Macao Dawan District have noticed this problem, namely, body building, that is, machinery. Machinery involves circuit and processing a series of things. If there is no body building, it will eventually only be part of the AI industry. This is the first.
Secondly, Shenzhen is a leader in manufacturing, but the service of scientific research and information technology is short board at present. Beijing and Shanghai are the two largest IT research services in China. Now Hangzhou has begun to surpass Shenzhen in information service. In terms of output value, Beijing, Shanghai and Hangzhou rank fourth, Shenzhen. This morning Tang Jie, Vice Mayor, mentioned this problem and saw it. The strongest is Beijing, which provides nearly 1 million jobs in information technology services and 1 million jobs in scientific research and technology services. This is 2 million people, because Beijing's manufacturing is hopeless, because a large number of enterprises have been driven away. Originally, we talked about three major scientific manufacturing centers, the Yangtze River Delta as the largest one, the Pearl River Delta as the center of Shenzhen and Beijing, Tianjin and Hebei as the second one. Now that Beijing, Tianjin and Hebei have fallen down, high technology is definitely impossible, because the manufacturing capacity is no longer available. It was also mentioned in the morning that Beijing scientists engaged in science and technology in Beijing, and manufacturing must be located in the Yangtze River Delta or the Pearl River Delta. Next, the key machinery manufacturing should be distributed around Shenzhen, and more and more attention should be paid to Shenzhen's scientific and technological service ability and scientific research service ability.
Thirdly, the ability of technological scientific research. If we don't consider Hong Kong and only consider China's scope, Guangdong should make great efforts or Shenzhen should make great efforts.
